A Leasehold Valuation tribunal could not take account of a lessee’s financial hardship when determining the reasonableness of service charges. However, regard should be had to the obvious financial impact on leaseholders of an abonormally high service charge bill for major works which could have been phased over a number of years rather than be carried out straight away.
